It's fairly generic, and I'm sure it's been used before, but it's unique enough that I'll give that one to you. I'd add that blame needs to be shared with the band that played the music, but I can't deny that Jamie is probably a Papa Roach fan and completely recognized this tune. But to go as far as saying that they stole music is hyperbole.

Member when Vanilla explained that "Rap music is sampling... he borrows... steals... every major rap artist in the world samples music..." ?
YouTube Video Vanilla Ice Explains Sampling (Ice Ice Baby - Queen/David Bowie)
Then when he "settled out of court, costing Ice an undisclosed sum and... Bowie and members of Queen all received songwriting credits on the track..." ?

I might be tone deaf or some shit but I didn't really hear the similarity. I didn't watch CPNs video because I didn't feel like it so I just listened to the songs and o didn't really hear it.
Our brains like to make guesses and it's not always accurate. If you're told 2 things are similar before seeing/hearing/feeling them, you're more likely to think that they are.
Confirmation bias | The tendency to search for or interpret information in a way that confirms one's preconceptions. In addition, individuals may discredit information that does not support their views.[27] The confirmation bias is related to the concept of cognitive dissonance. Whereby, individuals may reduce inconsistency by searching for information which re-confirms their views |
