I am 100% convinced that the real reason is that merch with The Wraith with horns was a pain in the ass to get in stores. If you look at some of the Shangri-La merch that was sold in stores, the horns are obscured or flat out removed.

The worst example is on a shirt that I have at home but can’t find a picture of, where the horns are perfectly covered by two conveniently placed puffs of smoke. The “there are actually two Wraiths” explanation never sat well with me, because it says right on the song “Thy Wraith” that “whether you’re going to heaven or hell, he doesn’t care”. Ok so why two Wraiths, then? I don’t accept the two different Wraiths as cannon until I hear it straight from J or Shaggy’s mouth.
