(WJBK) – Joseph Utsler, better known as Shaggy 2 Dope of the hip hop group Insane Clown Posse, was pulled over back in November 2012 suspected of drunken driving. He was pulled over in Livonia, near Five Mile and Merriman roads. Sources say he told police he takes lots of medication for a herniated disc, and allowed police to draw his blood. They did, and sent the sample to Michigan State Police for analysis.
Now, in February of 2014, the analysis has returned and Utsler faces legal trouble.
“There’s no way that a toxicology report from a state police, or any police for that matter, should take that long – over a year? … My suspicion is, that if a test is taking this long, that there might be something wrong with the test. And if I’m the defendant in the case I’m going to ask the court to throw the whole case out because that test, those results, may be tainted. That’s not good for anybody,” says FOX 2 legal analyst Charlie Langton.
The blood analysis came back showing a variety of substances, from pain medication to muscle relaxers.
The director of the state police forensic lab admits budget cuts and loss of staff left them with a major backlog, but they’re now fully staffed.
“We’ve made tremendous progress in bringing those numbers down, and hopefully in the next few months here we will be closer to having a 30 day turnaround time,” the director told FOX 2’s Amy Lange on the phone Tuesday.
“Tests for blood, for alcohol, urine – whatever it is – those tests should come back fast and it works for both – to convict the guilty people and exonerate the ones that are innocent. Come on, there’s no excuse for delaying in these kinds of tests,” Langton says.
Utsler he has until February 18 to turn himself in for arraignment. His record label did not return our call for comment.

@stretch I believe your theory to a point. But also given the fact that ICP has had a bad rep since the 90’s also dont help. But that is feelings and shit bein put into music, so that’s aside. But I think it is strait up bullshit that the blood test took a year and 3 months to come back, plus I didnt read nuthing about a breathalyzer bein given, wtf police, yall slacking or think we’re to dumb to notice this shit (awrite, sorry goin on a drunken tangent here). And I do agree that Joey (Shaggy 2 Dope) shuld have the case thrown out. I mean c’mon, why wuld he have been released off probation and allowed to leave the US in 2013 if he wuz pulled over for being “suspected of drunk driving”? That wuld have violated probation and he wuldnt have been allowed to leave. IT’S BULLSHIT!!!!

Just want to point out that this says he’s charged with a DUI while the report in the video says DWI. Not trying to bust balls but accuracy is the most important thing in reporting.

^^scarface scrappy your an idiot, it says in the report it came back negative for alchohol. He wasn’t drinking. But it’s still a DWI charge because he had mad prescription meds in his system.
