So I've been working quite a bit with unreal engine 4 and for the past couple of weeks been brainstorming a lot of ideas and mechanics to implement into the game. The thing is I want to make a game juggalos would like to play so any suggestions or ideas would really help me tremendously. It's an open world game but other than that nothing's set in stone. Thanks guys

Do you want to make it a ICP-based game (storywise) or a game in the tone of ICP?
If it is storywise you could make a Dark Carnival. The player arrives at the front gate, getting in and then there are all the attractions from the songs. And all the Joker´s Cards are giving you quests, while Juggalo-based artists are NPC, who can help you here and there, be merchands or giving you hints and tipps.
For the story it would be cool, when some evil force is trying to devide the Juggalo family, to weaking our power. With the moral that Juggalos should stick together, no matter what. (To end the Psychopathic Records / MNE feud!)

I like the way you think yeah I definitely want it to be set in the dark carnival right now im working on a 3d model for a giant Ferris wheel that I think Will look bad ass in the distance. Wow I really like the idea of making the game about unity well I'm inspired as fuck so imma get back at it. Thanks for the fresh ideas homie and if you got any more I'd be glad to read them!

I think I can come up with more, let me think it through. But like I said it would be dope to see all the attractions of the Dark Carnival, like the Tunnel of Love, The Tempest, the Halls of Illusion and so on.
What tone do you want for the game? Is it a gritty horror game, like the early Silent Hill or F.E.A.R.? Is it somewhat comedical gore, like Dead Rising or Saints Row? Or more lighthearted like a Zelda-game?

MMORPG would be dope. Or just an RPG where you can have different classes of Juggalos to play as. You could have warriors with different axes, hatchets. Mages with Southwest Voodoo, and summoners who could call entities from within the carnival like Milenko or The Jeckle Bros.
Maybe you could get the current/former Psychopathic Records roster to use as party members like Kingdom Hearts did with Disney.
Full disclaimer: I don't have any experience with creating games so I have no clue how difficult or complicated it would be to pull this stuff off.

I've said it before and i'll say it again.. "Infamous" with a pendulum comics makeover would be fire.. they summon jokers cards in the series like pigg suggested..
i think a gritty city full of thugs you gotta annihilate would be fresher than a dark carnival amusement park.. would you be killing multiple mr rotten treats and dead body mans?? eh... they should be bosses or somethin..
ICP are the only playable characters and theyre both on-screen(i.e donkey kong country) Axes are the primary weapon, of course.. with some cool unlockables like a diamond chain-saw and twin gats..

Are you learning your way around in UE4?
I have a personal project ive been working on for over a year (2d sidescrolling platformer with hand-drawn art assets). I can't wait to unveil it to the world but I'm afraid it's still gonna take quite some time if it EVER even happens. The UE4 engine is fun. If I had any advice its to wait for proper inspirations to come that can make you imagine a whole game through. Understand what you want to do (roughly) from start to finish.. THEN.... make a Game Design Document that looks like this http://www.photonstorm.com/dow.....SC_GDD.pdf
You can find template PDFs of a GDD, just google it. I would even TRY to get some community to help you draft it. Like, you want a dark carnival inspired game so this community might be well suited to helping you draft up a bit of that GDD.
Without having that GDD and a cohesive roadmap you might as well be smokin spinning circles with a banana hangin out your ass. It's just gonna be wasted efforts. Also, having a fleshed out GDD really makes you feel like "oh fuck this is a game right here in front of me, all it needs is to be realized".. and thats a great inspiration for when you get tired of it and boredom sets in during development.

A few other thoughts:
- If ICP are playable characters, you could let the player unlock different skins with different powers: Their Rydas or Soopa Villianz character or as Dark Lotus.
- Or, if you are going for some RPG, like Pigg is suggesting, you could make a skill tree. And every Joker´s Card is a different set of skills.
- And an open world needs collectiables. So maybe Faygo bottles, cards or cds from all the artists or Joker´s Cards.

I was thinking something similar to Skyrim gameplay wise. And I really want the vibe to feel like 1800s freak show dark ages when you enter the Dark Carnival. I want the game to start in Detroit where you do a few missions like stealing car radios and tagging you eventually get shot up at which point you enter the Dark Carnival for the first time
I want NPCs that are lost souls who need guidance to shangri-la for side quests there has to be hells pit and shangri-la and maybe the joker cards can give you new abilities much like a Zelda game
And definitely need any and all attractions
And by the way I think your comics are funny as fuck when I get deeper into the game would you be down to make a comic for it? I would be willing to pay. just a proposition...

I definitely want classes and a skill tree similar to Skyrim. I always thought that was dope as fuck and a roster full of playable characters that you can switch between would be amazing
I'm a bit of an amateur but none of this seems too difficult just a lot of work

I definitely want some grimey gutters and back alleyways. I've always kinda been obsessed with demons so there might be some demons I want missions to kill pedos abusers and racists but I think I want the bosses to be the Jokers Cards

I like the donkey Kong country idea and I'm seriously considering making the game a co-op the only thing I'm worried about is I want to make the game available on smartphones and im not sure how all that shit works....yet

Wow thanks man this is really helpful I'm definitely gonna do some research. this game is important to me and i want to do it right so any help is definitely appreciated. I really hope you finish your game it sounds awesome.
