I would not suggest follow for a follow. I would suggest finding a few friends/ FLH Homies / artist and follow them. After that start following more people just check their timeline/wall first to see how active they are. There is a lot of bullshit and a lot of people tend to overly re-tweet stuff.

Not as hard as you think. When I used to have twitter over a year ago (since then have closed the account – got too annoying with scrolling through pages of tweets ever few hours), I had Tech9 and Kevin Gill following me and I am a nobody who doesn’t rap or wrestle. I don’t remember what I tweeted but it got retweeted around and it led to Tech9 following me.
Just keep your list of those you follow small. My mistake was following too many people.
