I personally think going draconian with the rules will have a more negative effect on the forums than allowing people to post what they want within the confines of the 5 rules.
There has been suggestions that make sense. The "or else" clauses or a definite description of results of breaking the rules may help. The rules would have to be edited since currently there is nothing that states someone can't say negative things about other forum members.
I just don't know. Maybe another science experiment to see what the results would be? Try a heavy handed mod approach for a few days and see what happens? I think you will get yelled at by people no matter what you do. If you become an enforcer they will call you a bitch. If you are lenient then they will call you a bitch.

Okay, I was gonna post elsewhere, but what scruffy said kinda hit hard. Shit. He ain't gonna be on the album. Mannnnn. That sucks. Oh well, maybe a third album after all this shit smooths out. Next album, everyone, don't fuck up like this time! Be happy.

To me this all boils down to Scruffy not being able to handle Warlock's shine.
