It's not EXACTLY like the Onion. The Onion is totally satirical. Cracked is somewhat factual but mostly meant for comedy.

All this says is Tim Hortons is better than the food in boot camp. That's really not a compliment to the establishment. This may surprise you, but there are many more than the meager 4 military bases that you mentioned in the United States and abroad.
Also, they want the soldiers to be tough and pissed off. So they gave them Tim Hortons donuts and coffee to make them angry enough to want to shoot someone.
